An independent public inquiry should be held into how suicide terrorists were able to carry out the July 7 bombings, Scotland Yard’s former head of counter-terrorism says. Andy Hayman, who was Assistant Commissioner for Special Operations at the time of the bombings in 2005, is the first figure from the security establishment to break ranks and call for an open inquiry.

Almost four years after Mohammad Sidique Khan and his Leeds-based cell carried out the bombings, Mr Hayman says that he is “uncomfortable” with the official position that an inquiry would divert resources from the fight against terrorism. In his book, The Terrorist Hunters, extracts from which are published in The Times today, Mr Hayman says: “Incidents of less gravity have attracted the status of a public inquiry — train crashes, a death in custody, and even other terrorist attacks. How can there not be a full, independent public inquiry into the deaths of 52 commuters on London’s transport system?

“There has been no overview, no pulling together of each strand of review, no one can be sure if key issues have been missed.”The key issue for any inquiry would be why Khan, 30, who had been photographed, followed and bugged by surveillance officers because of his links with known terrorists, was left free to carry out the attacks.

A report last month by the parliamentary Intelligence and Security Committee (ISC) said that MI5’s decision not to make Khan a priority target was “understandable and reasonable”. But that report, prepared by a committee that was appointed by the Prime Minister and took evidence in secret, has been heavily criticised.It reveals that one MI5 team had begun an operation to identify a suspect known as “Ibrahim”, who was later revealed to be Khan. At the same time, others in MI5 knew where Khan lived but had decided that he was not a key suspect. Critics say that the ISC does not appear to have inquired how the mismatch happened.

In his book, Mr Hayman paints a vivid picture from inside Scotland Yard of the day the bombers struck and admits that the attacks were “a bolt from nowhere”. He was called to a meeting of Cobra, the Government’s emergency meeting, within an hour of the first explosions, and had to admit that he did not know what was happening.

Mr Hayman writes: “Imagine what it’s like to tell the Commissioner or the Secretary of State, as I would have to, ‘I don’t know what’s going on’.” Rachel North, a survivor of the Piccadilly Line bomb at King’s Cross, welcomed his support for an inquiry. “It is not to blame or have a witch-hunt but. . . to learn the lessons of how 7/7 happened and whether it could have been prevented.”

Sir Ian Blair, who as commissioner of the Metropolitan Police was in charge at the time of the London bombings, has received a substantial payoff. He was paid £580,000 during his final eight months in office, more than doubling his annual salary, and stands to benefit from a pension pot of £3.5 million.

The only thing the governments refusal to investigate makes me think is, what are you hiding?

SPY chiefs are pressing ahead with secret plans to monitor all internet use and telephone calls in Britain despite an announcement by Jacqui Smith, the home secretary, of a ministerial climbdown over public surveillance.

GCHQ, the government’s eavesdropping centre, is developing classified technology to intercept and monitor all e-mails, website visits and social networking sessions in Britain. The agency will also be able to track telephone calls made over the internet, as well as all phone calls to land lines and mobiles. The £1 billion snooping project — called Mastering the Internet (MTI) — will rely on thousands of “black box” probes being covertly inserted across online infrastructure.

The top-secret programme began to be implemented last year, but its existence has been inadvertently disclosed through a GCHQ job advertisement carried in the computer trade press. Last week, in what appeared to be a concession to privacy campaigners, Smith announced that she was ditching controversial plans for a single “big brother” database to store centrally all communications data in Britain. “The government recognised the privacy implications of the move [and] therefore does not propose to pursue this move,” she said.

Grabbing favourable headlines, Smith announced that up to £2 billion of public money would instead be spent helping private internet and telephone companies to retain information for up to 12 months in separate databases. However, she failed to mention that substantial additional sums — amounting to more than £1 billion over three years — had already been allocated to GCHQ for its MTI programme. Shami Chakrabarti, director of Liberty, said Smith’s announcement appeared to be a “smokescreen”. “We opposed the big brother database because it gave the state direct access to everybody’s communications. But this network of black boxes achieves the same thing via the back door,” Chakrabarti said.

Informed sources have revealed that a £200m contract has been awarded to Lockheed Martin, the American defence giant. A second contract has been given to Detica, the British IT firm which has close ties to the intelligence agencies. The sources said Iain Lobban, the GCHQ director, is overseeing the construction of a massive new complex inside the agency’s “doughnut” headquarters on the outskirts of Cheltenham, Gloucestershire.

A huge room of super-computers will help the agency to monitor — and record — data passing through black-box probes placed at critical traffic junctions with internet service providers and telephone companies, allowing GCHQ to spy at will. An industry insider, who has been briefed on GCHQ’s plans, said he could not discuss the programme because he had signed the Official Secrets Act. However, he admitted that the project would mark a step change in the agency’s powers of surveillance.

At the moment the agency is able to use probes to monitor the content of calls and e-mails sent by specific individuals who are the subject of police or security service investigations. Every interception must be authorised by a warrant signed by the home secretary or a minister of equivalent rank.

The new GCHQ internet-monitoring network will shift the focus of the surveillance state away from a few hundred targeted people to everyone in the UK. “Although the paper [work] does not say it, its clear implication is that those kinds of probes should be extended to cover the entire population for the purposes of monitoring communications data,” said the industry source.

GCHQ placed an advertisement in the specialist IT press for a head of major contracts to be given “operational responsibility for the ‘Mastering the Internet’ (MTI) contract”. The senior official, to be paid an annual salary of up to £100,000, would lead the procurement of the hardware and the analysis tools needed to build and run the system. Ministers have said they do not intend to snoop on the actual content of e-mails or telephone calls. The monitoring will instead focus on who an individual is communicating with or which websites and chat rooms they are visiting.

Advocates of the black-box system say it is essential if the authorities are to keep pace with the communications revolution. They say terrorists are stateless, highly mobile and their communications are difficult to detect among the billions of pieces of data passing through the internet. Last year about 14% of telephone calls were made using voice over internet protocol (Voip) systems such as Skype. A report by a group of privy counsellors predicts that most calls will be made via the internet within five years. GCHQ said it did not want to discuss how the data it gathered would be used

In a marked shift in US military strategy, secretive training of Latin American military and police personnel that used to just take place at the notorious School of the Americas, in Fort Benning, Georgia—including torture and execution techniques—is now decentralized. The 2008 US federal budget includes $16.5 million to fund an International Law Enforcement Academy (ILEA) in El Salvador, with satellite operations in Peru. With provision of immunity from charges of crimes against humanity, each academy will train an average of 1,500 police officers, judges, prosecutors, and other law enforcement officials throughout Latin America per year in “counterterrorism techniques.” --> more info

    President Bush has signed two executive orders that would allow the US Treasury Department to seize the property of any person perceived to, directly or indirectly, pose a threat to US operations in the Middle East. The first of these executive orders, titled “Blocking Property of Certain Persons Who Threaten Stabilization Efforts in Iraq,” signed by Bush on July 17, 2007, authorizes the Secretary of Treasury, in consultation with the Secretary of State and the Secretary of Defense, to confiscate the assets of US citizens and organizations who “directly or indirectly” pose a risk to US operations in Iraq.     In a startling affront to American freedoms of expression, privacy, and association, the Violent Radicalization and Homegrown Terrorism Prevention Act (H.R. 1955) passed the House on October 23, 2007, by a vote of 404–6.     While the guest worker program in the United States has been praised and recommended for expansion by President Bush, and is likely to be considered by Congress as a template for future immigration reform, human rights advocates warn that the system seriously victimizes immigrant workers. Workers, labor organizers, lawyers, and policy makers say that the program, designed to open up the legal labor market and provide a piece of the American dream to immigrants, has instead locked thousands into a modern-day form of indentured servitude.   8. Executive Orders Can Be Changed Secretly

    On December 7, 2007, Senator Sheldon Whitehouse, as a member of the Senate Intelligence Committee, disclosed on the floor of the US Senate that he had declassified three legal documents of the Office of Legal Counsel (OLC) within the Department of Justice that state: 1. An executive order cannot limit a president. There is no constitutional requirement for a president to issue a new executive order whenever he wishes to depart from the terms of a previous executive order. Rather than violate an executive order, the president has instead modified or waived it. 2. The President, exercising his constitutional authority under Article II, can determine whether an action is a lawful exercise of the President’s authority under Article II. 3.   9. Iraq and Afghanistan Vets Testify

    Iraq and Afghanistan war veterans are coming forward to recount the brutal impact of the ongoing occupations. An investigation by the Nation (July 2007) and the Winter Soldier hearings in Silver Spring, Maryland, in March 2008, which was organized by Iraq Veterans Against the War and brought together over 300 veterans, have made their experiences public. Soldiers’ harrowing testimony of atrocities they witnessed or participated in directly indicate a structural problem in the US military that has created an environment of lawlessness. Some international law experts say the soldiers’ statements show the need for investigations into potential violations of international law by high-ranking officials in the Bush administration and the Pentagon. Though BBC predicted that the Winter Soldier event would dominate headlines around the world that week, there was a near total back-out on this historic news event by the US corporate media.1 --> more info

  10. APA Complicit in CIA Torture

    When in 2005 news reports exposed the fact that psychologists were working with the US military and the CIA to develop brutal interrogation methods, American Psychological Association (APA) leaders assembled a task force to examine the issue. After just two days of deliberations, the ten-member task force concluded that psychologists were playing a “valuable and ethical role” in assisting the military. A high level of secrecy surrounding the task force prohibited disclosure of the proceedings and of members and attendees. It wasn’t until a year later that the membership was finally published on Salon.com, revealing that six of nine voting members were from the military and intelligence agencies with direct connections to interrogations at Guantánamo and CIA black sites that operate outside of Geneva Conventions. --> more info

  11. El Salvador’s Water Privatization and the Global War on Terror

    Salvadoran police violently captured community leaders and residents at a July 2007 demonstration against the privatization of El Salvador’s water supply and distribution systems. Close range shooting of rubber bullets and tear gas was used against community members for protesting the rising cost, and diminishing access and quality, of local water under privatization. Fourteen were arrested and charged with terrorism, a charge that can hold a sixty-year prison sentence, under El Salvador’s new “Anti-terrorism Law,” which is based on the USA PATRIOT Act.   13. Tracking Billions of Dollars Lost in Iraq

    Beginning in April 2003, one month after the invasion of Iraq, and continuing for little more than a year, the United States Federal Reserve shipped $12 billion in US currency to Iraq. The US military delivered the bank notes to the Coalition Provisional Authority, to be dispensed for Iraqi reconstruction. At least $9 billion is unaccounted for due to a complete lack of oversight. The initial $20 million came exclusively from Iraqi assets that had been frozen in US banks since the first Gulf War in 1990. Subsequent airlifts of cash included billions from Iraqi oil revenues formerly controlled by the United Nations. After the creation of the Development Fund for Iraq—a kind of holding pit of money to be spent for “purposes benefiting the people of Iraq”—the UN turned over control of Iraq’s billions of dollars from oil revenue to the United States. -- more info

    Radioactive materials from nuclear weapons production sites are being dumped into regular landfills, and are available for recycling and resale. The Nuclear Information and Resource Service (NIRS) has tracked the Department of Energy’s (DOE) release of radioactive scrap, concrete, equipment, asphalt, chemicals, soil, and more, to unaware and unprepared recipients such as landfills, commercial businesses, and recreation areas. Under the current system, the DOE releases contaminated materials directly, sells them at auctions or through exchanges, or sends the materials to processors who can release them from radioactive controls. The recycling of these materials—for reuse in the production of everyday household and personal items such as zippers, toys, furniture, and automobiles, or to build roads, schools, and playgrounds—is increasingly common. --> more info

    Twenty-seven million slaves exist in the world today, more than at any time in human history. Globalization, poverty, violence, and greed facilitate the growth of slavery, not only in the Third World, but in the most developed countries as well. Behind the façade in any major town or city in the world today, one is likely to find a thriving commerce in human beings. As many as 800,000 are trafficked across international borders annually, and up to 17,500 new victims are trafficked across US borders each year, according to the US Department of Justice (DOJ). More than 30,000 additional slaves are transported through the US on their ways to other international destinations.     The first Annual Survey of Violations of Trade Union Rights to be published by the year-old International Trade Union Confederation (ITUC) documents enormous challenges to workers rights around the world. The 2007 edition of the survey, covering 138 countries, shows an alarming rise in the number of people killed as a result of their trade union activities, from 115 in 2005 to 144 in 2006. Many more trade unionists around the world were abducted or “disappeared.” Thousands were arrested during the year for their parts in strike action and protests, while thousands of others were fired in retaliation for organizing.     In September 2007, the United Nations General Assembly adopted the Universal Declaration on the Rights of Indigenous Peoples. The resolution called for recognition of the world’s 370 million indigenous peoples’ right to self-determination and control over their lands and resources. The adoption of this resolution comes after twenty-two years of diplomatic negotiations at the United Nations (UN) involving its member states, international civil society groups, and representatives of the world’s aboriginal communities. The declaration emphasizes the rights of indigenous peoples to maintain and strengthen their institutions, cultures, and traditions, and to pursue their development in keeping with their own needs and aspirations.   18. Cruelty and Death in Juvenile Detention Centers

    In states across the country, child advocates have harshly condemned the conditions under which young offenders are housed—conditions that involve sexual abuse, physical abuse, and even death. The US Justice Department (DOJ) has filed lawsuits against facilities in eleven states for supervision that is either abusive or harmfully negligent. While the DOJ lacks the power to shut down juvenile correction facilities, through litigation it can force a state to improve its detention centers and protect the civil rights of jailed youth. Lack of oversight and nationally accepted standards of tracking abuse make it difficult to know exactly how many youngsters have been assaulted or neglected. --> more info

  19. Indigenous Herders and Small Farmers Fight Livestock Extinction

    The industrial model of livestock production is causing the worldwide destruction of animal diversity. At least one indigenous livestock breed becomes extinct each month as a result of overreliance on select breeds imported from the United States and Europe, according to the study, “The State of the World’s Animal Genetic Resources,” conducted by the UN Food and Agriculture Organization (FAO). Since research for the report began in 1999, 2,000 local breeds have been identified as at risk. The industrial livestock breeding and production system that is being imposed on the world requires high levels of investment in technology and receives subsidies and other resources that have distorted the market. --> more info

    For the fourth year in a row, US marijuana arrests set an all-time record, according to 2006 FBI Uniform Crime Reports. Marijuana arrests in 2006 totaled 829,627, an increase from 786,545 in 2005. At current rates, a marijuana smoker is arrested every thirty-eight seconds, with marijuana arrests comprising nearly 44 percent of all drug arrests in the United States. According to Allen St. Pierre, executive director of the National Organization for Reform of Marijuana Laws (NORML), over 8 million Americans have been arrested on marijuana charges during the past decade, while arrests for cocaine and heroine have declined sharply. --> more info

The paper ends with this sentence: “Based on these observations, we conclude that the red layer of the red/gray chips we have discovered in the WTC dust is active, unreacted thermitic material, incorporating nanotechnology, and is a highly energetic pyrotechnic or explosive material.”

In short, the paper explodes the official story that “no evidence” exists for explosive/pyrotechnic materials in the WTC buildings.

What is high-tech explosive/pyrotechnic material in large quantities doing in the WTC dust? Who made tons of this stuff and why? Why have government investigators refused to look for explosive residues in the WTC aftermath?

These are central questions raised by this scientific study.

The peer-review on this paper was grueling, with pages of comments by referees. The tough questions the reviewers raised led to months of further experiments. These studies added much to the paper, including observation and photographs of iron-aluminum rich spheres produced as the material is ignited in a Differential Scanning Calorimeter (see Figures 20, 25 and 26).

The nine authors undertook an in-depth study of unusual red-gray chips found in the dust generated during the destruction of the World Trade Center on 9/11/2001. The article states: “The iron oxide and aluminum are intimately mixed in the red material. When ignited in a DSC device the chips exhibit large but narrow exotherms occurring at approximately 430 ˚C, far below the normal ignition temperature for conventional thermite. Numerous iron-rich spheres are clearly observed in the residue following the ignition of these peculiar red/gray chips. The red portion of these chips is found to be an unreacted thermitic material and highly energetic.” The images and data plots deserve careful attention.

3. Dr. Farrer is featured in an article on page 11 of the BYU Frontiers magazine, Spring 2005: “Dr. Jeffrey Farrer, lab director for TEM” (TEM stands for Transmission Electron Microscopy). The article notes: “The electron microscopes in the TEM lab combine to give BYU capabilities that are virtually unique… rivaling anything built worldwide.” The article is entitled: “Rare and Powerful Microscopes Unlock Nano Secrets,” which is certainly true as regards the discoveries of the present paper.

4. Kudos to BYU for permitting Drs. Farrer and Jones and physics student Daniel Farnsworth to do the research described in the paper and for conducting internal reviews of the paper. Dr. Farrer was formerly first author on this paper. But after internal review of the paper, BYU administrators evidently disallowed him from being first author on ANY paper related to 9/11 research (this appears to be their perogative, but perhaps they will explain). Nevertheless, the paper was approved for publication with Dr. Farrer’s name and affiliation listed and we congratulate BYU for this. We stand by Dr. Farrer and congratulate his careful scientific research represented in this paper.

5. Perhaps now there will finally be a review of the SCIENCE explored by Profs. Harrit and Jones and by Drs. Farrer and Legge and their colleagues, as repeatedly requested by these scientists. We challenge ANY university or established laboratory group to perform such a review. This paper will be a good place to start, along with two other peer-reviewed papers in established journals involving several of the same authors:

Abstract

We have discovered distinctive red/gray chips in all the samples we have studied of the dust produced by the destruction of the World Trade Center. Examination of four of these samples, collected from separate sites, is reported in this paper. These red/gray chips show marked similarities in all four samples. One sample was collected by a Manhattan resident about ten minutes after the collapse of the second WTC Tower, two the next day, and a fourth about a week later. The properties of these chips were analyzed using optical microscopy, scanning electron microscopy (SEM), X-ray energy dispersive spectroscopy (XEDS), and differential scanning calorimetry (DSC). The red material contains grains approximately 100 nm across which are largely iron oxide, while aluminum is contained in tiny plate-like structures. Separation of components using methyl ethyl ketone demonstrated that elemental aluminum is present. The iron oxide and aluminum are intimately mixed in the red material. When ignited in a DSC device the chips exhibit large but narrow exotherms occurring at approximately 430 °C, far below the normal ignition temperature for conventional thermite. Numerous iron-rich spheres are clearly observed in the residue following the ignition of these peculiar red/gray chips.
